25 Appendix 1 – Summary of ODBST scheme of delegation Key Principles of Delegation (Sept 2021) Key Function Trust Responsibility: Trustees* LGB Responsibility: Governors* Vision and Ethos Sets Vision and Ethos for the MAT Ensures implementation and adaption to meet the specifics ofthe school; provides scrutiny, monitors and reports on Vision and Ethos Target Setting Sets key performance indicators and agreesimprovement and attainment targets Recommends improvement and attainment targets and reportson progress Academy Budget Approval of annual budgets and variations Oversees the setting of a budget for the school including the staffing structure for the school and recommends to the Trust for agreement Monitors and assures budget is appropriately spent Sets and reviews delegation limits Operates within defined financial delegation limits Oversees, with support, virement across budget headings Staffing Formally agrees the appointment of a Headteacher Supports with officer attendance the appointment of other leadership posts, including the school business manager. Suspension and dismissal of Headteacher Sets pay policy and discretions for all employees Establishes performance management policy Confirms the appointment of all staff following a suitable recruitment event to ODBST HR staff Recommends to the Trust appointment of the Headteacherafter agreement from attending officers Undertakes all disciplinary procedures below Headteacher level Agree any salary changes or levels within the budget Actions the performance management of the headteacherwith external advisory support by ODBST/ODBE Ensures implementation, provides scrutiny of effectiveness,monitors and reports on staff appraisal and performance management including any arising salary decisions.
